In the PF description instruct players to join your party finder as the job in the blue mage roll they want to play (dps, heals, tank). This will save you from having to hash it out in chat. yes, you always have to see the spell to get it. If you do the duty synced you are going to get it 100% regardless of party composition. If you do stuff unsynced the chance of you learning it is drastically lowered in some cases. (I think the chance is 100% for all spells you need for the BLU story quests, so you can unsync those)
